The Philippine government is implementing a program that will attract investors to emerge in Business Process Outsourcing (BPO). This will encourage them to spread out in the city to join the top "10 Next Wave Areas". Iloilo, Metro Laguna, Metro Cavite, Davao, Bacolod, Pampanga Central , Bulacan Central, Cagayan de Oro , Bulacan South and Lipa are included in the Top 10 Next Wave Areas.
Atty. Ma. Jamea S. Garcia, Executive Director of Business Process Association of the Philippines (BPAP), said that they are now called one of the best known BPO centers in the world when they got the rank 2 as global BPO destination. The BPO growth is based on its talent and 80 percent of the talent is in Metro Manila but only 20% are IT graduates. Chito Franco, Bayan Telecommunications Inc. Vice President for Business, said that Manila has 20,000 graduates per year but only 5,000 are IT graduates. In Iloilo, there are 8 universities; some of the students came from Negros and Mindanao. That is why BPO locators in Bacolod put up job fairs in Iloilo. The local offshoring and outsourcing (O&O) industry had dragged $7 billion revenue last year.
