With the theme Empowering the Filipino through ICT, the program will challenge the booming BPO industry. As you join me in pursuing our new battle cry Cavite: Be Part of the Revolution, we will have a greater chance to make a dent in the global economic arena”, he governor said. Even before the introduction of Convergence 2009, the gov’t. of Cavite had plans of inviting local and foreign investors.

Cavite was acknowledged by BPAP as 2nd in the next wave cities for the BPO-IT industry. Bacoor, Imus, and Dasmariñas have gained a high rating of infrastructure and supply of talents in terms of inclination in the outsourcing industry.  Secretary Ray Anthony Roxas-Chua III of the Commission on Information and Communications Technology (CICT), members of the Sangguniang Panlalawigan, officers of the Business Processing Association of the Philippines (BPAP) and the Coordinating Council of Private Educational Associations (COCOPEA), and students of various schools in Cavite participated in the launching of Convergence 2009.
